Job Description

  Position Reports to

  • Team Leader / Senior Highway Engineer - SMEC for overall duties
  • Project Director – SMEC for company related matters

Primary Purpose of the PositionTo be SMEC's lead contract administration/construction supervision representative including acting under delegated authority in its capacity as Engineer for the FSM SRRIP 2 construction supervision consulting servicesKey ResponsibilitiesPerform all duties expected of the lead in-country role including but not necessarily limited to:

  • Ensuring SMEC compliance with relevant supervision and contract administration obligations of the TOR and in its capacity as Engineer for the civil works contracts
  • On behalf of SMEC, always maintain a good positive working relationship and reputation with the client, their agents, contractors, and all other stakeholders including ensuring all enquires and complaints are professionally handled, and overall communication is well maintained
  • Providing ongoing leadership, mentoring, direction, and oversight to the project team
  • Addressing all staff performance issues in a prompt and professional manner, including raising of any residual concerns to the Team Leader / Senior Highway Engineer, as appropriate 
  • Performing and/or reviewing for the final approval of the Team Leader / Senior Highway Engineer all technical engineering related activities, as required.

Engineer to Contract

  • Lead responsibility for administering the civil works in the role of Engineer to the contract(s) The Engineer to the Contract(s).
  • Oversee all contract sites remotely (unless instructed by the DTC&I that a visit, or a visit to a particular site is warranted)
  • Hold sufficient powers and authorities of the Engineer
  • Review contractual correspondence
  • Ensure that, through the REs, the contracts are correctly administered in accordance with the contracts

Senior Resident Engineer (SRE)

  • Ensure that the contracts are correctly administered in accordance with the terms of the contracts.
  • Supervise through the AREs construction of the work and order to test and examine any materials to be used or workmanship employed in connection with the works
  • Lead the construction supervision team on a day-to-day basis
  • Train national consultants in contract administration, assigning roles and responsibilities to engineers attached to the team
  • Ensure that the team accomplished all tasks and duties related to construction supervision and contract management of awarded subproject contracts, as delegated by the Engineer.
  • Take part in and oversee the monthly site meetings remotely or in the case of Yap, in person, for all Contracts
  • The SRE/TL will be based in Yap

For supervision:

  • Where required, support training and/or guidance to other team members 
  • Ensure that a comprehensive supervision system is in place, adequately updated, and securely stored including all tools necessary for the field and office
  • Routinely and randomly check daily records of the supervision team including inspectors, safeguards team, and project administrator including office record databases  
  • Routinely and randomly check daily site supervision work practices of the SMEC supervision team

For contract administration activities:

  • Attend and where required, chair meetings including ensuring minutes are taken and distributed to attendees
  • Ensuring Contractor compliance with their contractual obligations
  • Where required, assessing Contractor claims and making recommendations to Team Leader / Senior Highway Engineer
  • Final review and approval of all Contractor's progress claims, reports, and requests 
  • Review, amend, and finally approve SMEC's monthly progress reports. For relevant other reports, review/amend and submit to the Team Leader/Senior Highway Engineer for final approval

Key Performance Indicators

  • SMEC and DoTCI satisfaction with the services provided
  • No negative feedback from the Client, their reps, or Contractor’s personnel. If this does occur, each event will be investigated by SMEC/OCG on a case-by-case basis in order to determine cause and resolution

Key Qualifications, Knowledge, Skills & Experience

  • 1st degree in civil engineering, with post-graduate qualification in project management related discipline
  • Full membership of national or international professional institution preferred
  • 20 years or more experience in the field of civil engineering, out of which minimum 10 years post-graduate experience in implementation of transport infrastructure projects in small island states, preferably in the pacific region
  • At least 7 years-experience administering FIDIC – based contracts
  • Excellent computer and organisational skills
  • Excellent communication skills 
  • Excellent leadership and project management skills
