Nature of Work: The Construction Auditor Lead is responsible for overseeing the accurate administration and documentation of construction projects throughout their lifecycle. This position ensures proper auditing and verification of project pay quantities, preparation of cost estimates, and management of project contracts using electronic management systems such as eMCMS and ProjectSolve (PS2). The incumbent will provide guidance to construction personnel, supports system implementation and upgrades, and ensures compliance with established procedures and project specifications. Work involves collaboration with construction staff, MDOT DoIT, and contractors, and may require site visits and work outside of normal office hours to support project deadlines and system integrity.  

The duties and responsibilities for this position include, but are not limited to, the following:

  • Review construction project pay quantities, verify progress payments, and prepare monthly construction progress reports;
  • Oversee Office Engineers and construction personnel, implement eMCMS on new projects, and audit compliance with system best practices;
  • Serve as liaison between construction personnel and MDOT DoIT, supporting system upgrades and ensuring data integrity;
  • Prepare project setup, process monthly estimates, determine final quantities, and generate final Contract Summary Reports;
  • Instruct Construction Inspectors on proper measurement, documentation, and new procedures for construction projects;
  • Ensure projects are properly closed out in eMCMS, including entering closeout dates, archiving contracts, and submitting “As Built Plans” to the Design Section;
  • Resolve disputes with contractors regarding pay quantities, submit Final Quantity letters, and secure final Material Clearance documentation, including uploading required records to PS2;
  • Monitor Extra Work Authorizations and verify proper pay adjustments according to contract documents; and
  • Prepare special reports on budgets and scheduling from eMCMS as needed.

Employees in this classification function under the general supervision of the Construction Auditor Program Manager or other designated official.  The current vacancy is located in Baltimore, MD.  Hybrid telework schedules may be available for this position.

Qualifications

MINIMUM QUALIFICATIONS:

Education: Possession of a bachelor's degree in engineering from an accredited college or university.

Experience: Four years experience in professional engineering.  **Two (2) years of experience must have involved construction engineering, including reviewing and verifying project pay quantities, preparing cost estimates, and managing project contracts and project documentation using electronic management systems.

1.  Additional work experience in professional engineering, or in technical engineering at the journey level or above, may be substituted on a year for year basis for the required education.

2. Possession of a Master's Degree in engineering may be substituted for one year of the required experience.

3.  Persons currently registered as Professional Engineers in the State of Maryland, or in a State with comparable requirements, are considered to have met the education requirements.

Licenses & Certifications

Employees in this classification are assigned duties that require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.  Applicants must list their license class, license number and date of expiration on the application.
