The State Highway Administration’s (SHA) Office of Traffic and Safety (OOTS) is currently recruiting for a Construction Area Engineer (Transportation Engineer Manager I) position in Anne Arundel County. This position is open to anyone who meets the minimum and selective qualifications listed below. This is a position specific recruitment. Nature of work: This position is for a Construction Area Engineer in the Office of Traffic and Safety (OOTS), Traffic Operations Division (TOD). Its primary purpose is to supervise and manage multiple teams comprised of team leaders, engineers, and technicians in the construction and management of areawide and site-specific Traffic Control Devices (TCD), e.g., signals, lighting, and intelligent transportation systems (ITS) construction contracts. The Construction Area Engineer also supervises and manages the technical inspections of the installation and/or reconstruction of traffic signals, signing, lighting, and ITS on contracts led by the State Highway Administration (SHA) district construction offices, local jurisdictions, private developers, and other Maryland Department of Transportation (MDOT) Transportation Business Units (TBUs). The role requires performing field reviews, spot-check inspections, and activating TCDs and ITSs to ensure that all projects are completed in accordance with federal and state required policies, codes, standards, and specifications. The position will also work with the design office/division in the development of areawide and site-specific TCDs and ITS construction contracts. The Construction Area Engineer will serve as the OOTS contact for other offices, providing support for TCD and ITS construction projects within their area of responsibility. The incumbent will coordinate with utility companies and represent SHA on TCD and ITS construction matters. Additionally, the Construction Area Engineer will be responsible for tracking project construction progress, on-time completion, and cash flow.

Qualifications
Minimum Qualifications:
Education: Possession of a bachelor's degree in engineering from an accredited college or university.
Experience: Seven (7) years of experience in professional engineering.
Selective Qualification: Three and a half (3 ½) years of the required experience must involve transportation engineering construction, construction contract administration, or construction project management.*A Selective Qualification is more focused in scope than the minimum qualifications for this classification. Selective Qualifications are utilized when the position requires specific or additional bona fide occupational qualifications (i.e., knowledge, skill, or ability). No substitutions are allowed for a selective qualification.
Preferred Qualifications:The ideal candidate should possess the following:
- Professional Engineer license valid in the State of Maryland
- Expert experience in managing construction projects, solving technical problems, and leading/supervising teams.
- Expert knowledge or experience with highway or traffic control device design, construction, inspection, operation, and/or maintenance.
- The candidate should be self-motivated with the ability to work independently and have high regard for attention to details.
- Excellent internal/external customer service abilities and interpersonal skills.
- Excellent written, non-verbal and oral communication skills.
- Strong ability to analyze and develop process improvement techniques.
- Experience managing consultants.
Notes:1. Additional work experience in professional engineering, or in technical engineering at the journey level or above, may be substituted on a year-for-year basis for the required education.
2. Possession of a master's degree in engineering may be substituted for one year of the non-supervisory experience.
3. Persons currently registered as Professional Engineers in the state of Maryland, or in a state with comparable requirements, are considered to have met the education requirements
Licenses & Certifications
The candidate must possess a Class C Driver’s License valid in the state of Maryland with less than four (4) points.
Additional Information
Special Requirements:The candidate must be able to be reached by phone 24 hours a day, 7 days a week, and may be required to report to work on an as-needed basis in emergency situations. The employee will have a state-supplied cell phone.
