  **Previous Applicants Need Not Reapply**     THE RECONSIDERATION PERIOD FOR THIS RECRUITMENT IS THREE (3) BUSINESS DAYS  State Highway Administration’s (SHA) Office of Traffic and Safety (OOTS) is currently recruiting for a Team Leader (Transportation Engineering Manager I) in Anne Arundel County. This position is open to anyone who meets the minimum and selective qualifications listed below. This is a position specific recruitment. The resulting list of eligible candidates will be used to fill this vacancy or function only. You will need to reapply for any future recruitment conducted for this job classification.Nature of Work:  This position serves as the Team Leader of the Traffic Policy and Management Team in the Traffic Development and Support Division (TDSD) for OOTS. This position will supervise a team comprised of engineers and consultants. The position serves as a subject matter expert in TDSD, who supports OOTS, districts, and other offices in SHA and other modes.  The individual in this position leads and manages SHA's Temporary Traffic Control (TTC) program, performs engineering review of Maintenance of Traffic (MOT) plans, performs traffic engineering analysis, and research innovative work zone safety related products, applications, and strategies to enhance work zone safety. The Team Leader will also develop and update the TTC standards, typicals, and guidelines applied statewide. The position manages the SafeZones automated speed enforcement program/contract in Maryland including but not limited to program coordination, overseeing consultant tasks, representing SHA at various meetings, developing and updating program guidelines, responding to program related inquiries, etc. The Team Leader will review the work of all team members to ensure the assignments are complete and accurate.

Qualifications

MINIMUM QUALIFICATIONS:Education:  Possession of a bachelor’s degree in engineering from an accredited college or university. Experience: Seven (7) years of experience in professional engineering. Selective Qualifications: Three and a half (3 ½) years of the required experience must have involved traffic engineering analysis. *This statement contains a selective qualification, which is more focused in scope than the minimum qualifications for this classification.   Selective qualifications are utilized when the position requires specific or additional bona fide occupational qualifications (i.e., knowledge, skill, or abilities).  Preferred Qualification:  The ideal candidate should possess the following: 

  • Proficiency in the design, review, and management of TTC and/or work zone safe design
  • Knowledge of program/contract management and coordination
  • Expert knowledge on the Manual on Uniform Traffic Control Devices (MUTCD) and traffic engineering and work zone safety policy, standards, guidelines, or specifications
  • Experience in developing standards, typicals, and guidelines
  • Experience in performing research and/or review of new products
  • Ability to handle multiple tasks and maintain effective working relationships
  • Excellent written and verbal communication and interpersonal skills
  • Good customer service skills


Notes:       1.  Additional work experience in professional engineering, or in technical engineering at the journey level or above, may be substituted on a year for year basis for the required education. 2.  Possession of a master’s degree in engineering may be substituted for one year of the non-supervisory experience. 3.  Persons currently registered as Professional Engineers in the state of Maryland, or in a state with comparable requirements, are considered to have met the education requirements.

Licenses & Certifications

Candidate must possess a motor vehicle operator’s license valid in the state of Maryland.
