Senior ConsultantFirm provides international consulting and expert witness services on matters involving construction claims, arbitration and litigation. Services include claim preparation and analysis, damages analysis, evaluation of cost overruns, disruptions and delays, schedule analysis, construction defects and cost of repair/cost estimates.Main responsibilities include: perform and communicate, both written and orally, schedule and cost analyses of impacts and time extensions to construction projects; and apportion responsibility for those schedule and cost overruns.
Job requires performance in the following areas:· Schedule Analysis:o Ability to use scheduling software and scheduling diagnostic software to analyze schedule delay. Hands on experience and working knowledge of construction scheduling software, including:§ P6§ MS Project§ Asta§ Fuseo Perform delay analysis within AACE guidelines, including:§ Time impact analysis§ Windows analysis§ As-planned versus as-built analysis§ Isolate periodic and overall project delay and assign responsibility for extended performance periods and delayo Utilize contract, baseline, progress updates, and as-built schedule data in forming conclusions on delay responsibilityo Apply schedule analysis to labor productivity losses and increased general conditions costs and project costs· Cost and Labor Analysis:o Analyze manhour and cost data to determine areas of overrun and related causationo Analyze labor productivity data to determine manhour loss and time periods of losso Perform a measured mile manhour analysis; earned versus actual manhour, and modified total manhour analysis.o Apply empirical studies to calculate labor inefficiency losseso Develop and apply labor cost factors to manhour losseso Perform general conditions loss calculations for schedule extended durations, or increased general conditions due to other causes of impacto Perform indirect home office loss calculationso Develop acceleration and overtime cost calculationso Perform interest calculations on unpaid amountso Quantify all amounts due including contract balances, retention, unpaid and disputed changes, and backcharges· Data Analysis:o Analyze large quantities of data in electronic format to identify critical documentation to support delay and cost overrun conclusionso Utilize data search software such as Eclipse to locate data from electronic databaseso Determine and illustrate the effects of design change including RFIs, ASIs, and added work directives upon the schedule, labor, and indirect costso Ability to organize data into clear and concise thoughts for presentation· Report Writing and Communication Skills:o Prepare detailed reports documenting schedule delay, labor and cost loss analysis and conclusions to support expert witness testimonyo Working knowledge of:§ Word§ Excel§ Outlook§ Powerpoint
Preferred Experience and Education:· 15+ years of field construction experience in heavy industrial, high rise, commercial, or civil related work in positions compared to the following:o Project Management: Project Manager or controls position having hands on experience with the following:§ Understanding of construction contracting methods§ Contract interpretations§ Construction cost accounting and practices§ Construction means and methods§ Project Controls§ Leading teamso Schedules: experience with the following:§ Understanding of CPM principles§ Creating schedules in native electronic formats§ Updating schedules for periodic progress updates§ Utilize various scheduling software to forensically analyze project schedules· To determine delays or analyze alleged delays· To impact schedules with delays· To determine the root causes of delay· To assign delay to the responsible partyo Contracts and subcontracts review:§ Understand the various types of construction contracts§ Interpret, communicate, and apply contract legal terms and conditions in support of both affirmative claims and defense of claims§ Identify non-standard terms and conditions, and conflicting contract terms, and the ramifications of those non-standard terms and conditions§ Identify schedule requirements and the ramifications of those requirements upon how the schedule and updates were performedo Cost, labor, and labor productivity reports. Experience managing, updating, and analyzing:§ Detailed cost reports· For cost overruns· For the causal reasons for overruns§ Detailed labor reports· For manhour overruns· For the causal reasons for manhour overruns§ Labor productivity reports· Measured Mile or earned manhour alaysis§ Use of Empirical Studies to calculate/validate manhour overages§ Indirect, material, and equipment cost overruns and the ramifications of those overrunso Change order review and the ramifications of executing contract adjustments for:§ Time§ Money§ Changes to terms & conditions§ Elimination or reservation of contract rightso Estimating: Hands on experience with developing conceptual, detailed, and unit price estimates including quantity takeoffso Review and analysis of project documentation to support or defend against the claims being asserted. Knowledge of:§ RFI’s§ Correspondence – including email and letters on preservation of notice and identification of impacts, disruptions, and delays§ Photo and video records§ Daily reports§ Inspection reports§ Recognition of documents to support impacts upon labor productivity and scheduleo College Degree in construction, engineering or field experience in construction
