http://agency.governmentjobs.com/mdotmd RECRUITMENT: The State Highway Administration's (SHA) Office of Materials Technology (OMT) in Anne Arundel County is recruiting for a Pavement and Geotechnical Division Chief (Administrator VII) position. This executive service recruitment is open to anyone who meets the preferred qualifications listed below.
The Pavement and Geotechnical Division Chief is an operations management and technical lead position for an experienced engineer in the field of pavement and geotechnical engineering. This position will lead and manage the Pavement and Geotechnical Division consisting of approximately thirty-five permanent and consultant staff. This position will work independently with minimal direction under the direction of the Deputy Director (Materials Engineering) of the OMT. As a supervisor, the Division Chief will be responsible for developing assistant division chiefs, team leaders, and staff engineers, and indirectly involved with developing all division staff.
The Pavement and Geotechnical Division Chief will be responsible for performance of the division and provide division representation on pavement and geotechnical related issues within and outside of SHA. Other duties of this position includes efficient, effective and high-quality division operations; review of all work conducted in the division for technical quality, recognizing engineering errors or concerns; design work which may include pavement asset management, pavement preservation and rehabilitation, new pavement construction, pavement-related geotechnical engineering, and project management for OMT-engineering operations; and applying management techniques, engineering theories, principles, policies and standards related to pavement design, geotechnical design, pavement management and operation improvement.

Education: Possession of a bachelor's degree in civil or materials engineering, or related field from an accredited college or university.
Experience: Six (6) years of experience in administrative or professional work. Six (6) years of experience involving pavement and/or geotechnical engineering, pavement asset management, management or managing engineering design projects or managing construction projects. Two (2) years of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.
Notes:
1. Additional experience in administrative or professional work may be substituted on a year-for-year basis for the required education.
2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-to-year basis for the required general experience.
3. Candidates may substitute U.S. Armed Forces military service experience involving staff work related to the administration of rules, regulations, policies, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant on a year-for-year basis for the required education and experience.
The ideal candidate will:
- Possess a graduate degree in civil, pavement, geotechnical or materials engineering, from an accredited college or university
- Possess a Professional Engineers License
- Possess technical knowledge, skills and abilities in pavement and geotechnical engineering principles, practices and procedures, and decision-making
- Ability to use good judgment in the application of pavement and geotechnical engineering and pavement asset management principles and practice
- Experience in construction and technical experience in pavement and geotechnical engineering/science, and pavement asset management
- Experience in managing planning, directing, and administering pavement and geotechnical field and office operations and staff
- Excellent communication (verbal and written) skills
- Excellent collaboration skills
- Ability to provide excellent internal and external customer experiences by establishing and maintaining effective working relationships with employees, material suppliers, contractors, other offices/agencies, and the public
