Engineering News Record (ENR) currently ranks SMEC in the top 25 of the ‘2018 Top 225 International Design Firms’ .The roleThis is an exciting opportunity for an “Technical Principal/Railway Manager” to join a leading infrastructure consultancy and contribute to the growth and development of a business with a reputation for technical excellence and strong client relationships.Primary Purpose of the RoleTo provide leadership, co-ordination and strategic direction to business development and delivery activities across the functional area in all offices within the Central region, and collaboration with the wider SMEC business. The holder of this position will be a role model of the SMEC values, ethics and code of conduct and all aspects of this position will be carried out according to these guiding principles.Key Responsibilities
    • Effective strategic planning and management of the functional area
      • Key activities:
        • Maintain up to date knowledge of the industry and identify emerging trends Communicate frequently and effectively across the SMEC business to understand the internal business factors
        • Interpret knowledge of the external and internal factors into a documented business plan for the group that is aligned with the overarching National and Central business plans and synchronized with the regional business plans
        • Understand the ‘whole of business’ risks within the functional area and escalate to RD level when identified
        • Maintain knowledge of the capability within the functional area to be able to source and propose the best possible teams when required
      • Key Outcomes:
        • A clear, comprehensive and achievable business plan is in place and objectives in all areas are being achieved/exceeded per the plan
        • Information and resources are shared effectively between groups and regions (eg: no double bids, conflicts of interest, etc.
        • The functional group’s financial and technical performance is monitored and managed effectively with all targets being met, including profitability
        • Provides the ‘winning formula’ when required Effective management and communication of business, OHS, project and opportunity risks
        • Be an active member of the board, and can do regular presentations of monthly strength/opportunities updates on rail projects
    • Achieve sustainable growth of the group through targeted client relationship management and business development activity
      • Key Activities:
        • Plan the CRM and BD activity for the functional area with the local managers and other key stakeholders
        • In collaboration with the local functional and regional management, identify and build relationships with the target clients
        • Ensure tender submissions are of high quality and review and recommend the pricing strategy
        • Monitor client relationship health with feedback from the local management
      • Key Outcomes:
        • The win-rate and ‘new work won’ targets are achieved in line with the business plan
        • High proportion of invited tenders and ‘sole sourced’ projects
        • Targets for key client retention and acquisition of new clients are met
        • Tender submissions are scoped effectively and require minimal unexpected changes to project scope once won
        • Maintain up to date records in the CRM
        • Maintain stronger client relationship through presence in client coordination and meetings, in email correspondence and other corporate activities
    • Provide project governance, at project director level, of project management in the functional area to achieve reliable project performance in terms of sophistication, timeliness and quality; as well as covers all stages of project lifecycle from strategy, studies, business development, bid, tender, and concept through to detailed design (rail track, HSR Track, Ballastless track) and sometime project management
      • Key Activities:
        • Oversight and governance of projects in the region to resolve project issues and ensure project product is of high quality
        • Promotion and application of internal project management requirements
        • Provide coaching and support to project managers
        • Technical problem solving and facilitation as required
      • Key Outcomes:
        • Ensure the standards of both SMEC and the client for quality, time and financial objectives are consistently achieved or exceeded across the region by client and site visits and project reviews
        • Enhancement of SMEC’s reputation (evidenced by client retention rates, no lawsuits, no PI claims)
        • Meet fee and contribution targets
        • Variations are submitted effectively and accepted by the client
        • Any material issues (potential PI claims) are reported promptly to RD level
    • In collaboration with local management, provide leadership to the employees in the functional group in the local offices as nominated to ensure optimal performance, resourcing, retention and professional development of the employees.
      • Key Activities:
        • Ensure the functional area structure supports the delivery of the business plan
        • Ensure projects are adequately resourced with appropriately qualified and experienced staff
        • Participate in recruitment and retention activities as required
        • Implement targeted development opportunities within the allocated budget
        • Undertake regular people management activities if required, including providing feedback to inform the salary review and performance review processes
      • Key Outcomes:
        • The business plan is delivered effectively and sustainably
        • There are resources available with the appropriate mix of management and technical skills to meet the business plan objectives
        • SMEC is recognised internally and externally as a employer of choice (evidenced by HR metrics) Career Track, Probationary Reviews and performance improvement are undertaken effectively and on time
        • Employee related metrics (eg: turnover, training spend, etc) are set and met
        • Collaborate with Resourcing and HR Team on the recruitment / resourcing for key positions
